Several changes are moving through the system that affect commercial landlords. This tracker sets out what is law, what is only proposed, and when each takes effect, so you can tell the difference.
Business rates: the 2026 revaluation (in force)
The new rating list took effect on 1 April 2026 with a five-multiplier system, fully in force under the Non-Domestic Rating (Multipliers and Private Schools) Act 2025. A new duty to notify the VOA of changes is being phased in, mandatory for all ratepayers by 1 April 2029. See the 2026 revaluation and duty to notify.
MEES: EPC B by 2031 (announced, not law)
The minimum to let is EPC E, now. A proposed EPC B by 2031 for buildings over 1,000 square metres is announced but not law, needing secondary legislation. The earlier EPC C by 2027 and B by 2030 targets were withdrawn. See MEES future targets.
Upward-only rent reviews: ban legislated, not in force
The ban on upward-only rent review clauses is in the English Devolution and Community Empowerment Act 2026, which received Royal Assent on 29 April 2026, but it is not yet in force and is not retrospective. See the upward-only ban.
1954 Act: Law Commission review
The Law Commission has been reviewing security of tenure under Part II of the Landlord and Tenant Act 1954, which could reshape how commercial lease renewals work. This is a review, not enacted law, so watch for its recommendations. See lease renewal.
Pensions: IHT from April 2027
From 6 April 2027, unused pension funds, including commercial property held in a SIPP, are expected to be brought into the estate for inheritance tax. See SIPP and the 2027 IHT change.

What commercial property changes are coming?
The 2026 business rates revaluation (in force), a proposed EPC B by 2031 for larger buildings (announced), the upward-only rent review ban (legislated, not in force), and a pension IHT change from April 2027.
Is the upward-only rent review ban in force?
No. It is legislated in the Act 2026 but not yet in force, with commencement expected around 2027 to 2028.
